When a Head of State is invited to inspect a Guard of Honour, the guest leader is OKAY to walk IN FRONT (or to the side) of the host; and for the Trump’s case, the Queen whom may have been unable to get Trump to walk closer to the GOH and decided to just walk slightly behind – which should still be perfectly fine. (which seemed to be corrected as the inspection carries on)
Just observe this clip where Xi Jinping inspects the Guard of Honour, with the Duke of Edinburgh following behind him. This IS the protocol.
